Joint Councils of Civil Liberties submission on the Identity-matching Services Bill 2018 and the Australian Passports Amendment (Identity-matching Services) Bill 2018 which will authorise the Department of Home Affairs to collect, use and disclose identification information in order to operate the systems that will support a set of new biometric face-matching services.
The two Bills arise from COAG decisions made last year in relation to national security. As part of these, on 5 October 2017, Federal, State and Territorial leaders agreed to establish a National Facial Biometric Matching Capability and signed the Intergovernmental Agreement on Identity Matching Services.
The submission focusses on concerns in relation to specific provisions within the Bills.
