Liberty Victoria's Gemma Cafarella says while it is clear that limits on freedoms are necessary at the moment to protect public safety, clarity and oversight of policing is critical.

"I think it is noteworthy that there is so much discretion in the hands of the police," Ms Cafarella said.

"I think that is something that leads to a real risk of inconsistency."
