Cultural Review of the Adult Custodial Corrections System

This submission focuses on stream 2 relating to people in custody as outlined in the terms of reference published in October 2021 .  It makes recommendations in relation to limiting the expansion of prisoner numbers, rehabilitation in prison, reintegration programs, controlled access to internet, prisoner's rights, health care, and ensuring adequate oversight of prisons.

From the outset, we note it has been thirty years since the recommendations of the Royal Commission into Aboriginal Deaths in Custody were published, and yet First Nations people are imprisoned and die in prison at a grossly disproportionate rate.

We respectfully refer to and adopt the comprehensive submission made to this review by the Victorian Aboriginal Legal Service (VALS).

We note that this independent review into the culture in Victoria’s prisons and correctional centres is underway – and they want to hear from people who have spent time in prison and their family members. The Review will focus on ensuring the system is safe for people in custody, promotes rehabilitation and caters to their needs. More information can be found here
